Teresa Smith Trainor, M.P.A., is the senior consultant and founder of TST & Associates and has worked in the field of federal grants development and administration for more than twenty years. She has a deep and broad understanding of federal programmatic regulations, federal funding mechanisms, and considerable expertise in project design, implementation, evaluation, federal program reporting, and comprehensive project cycle management. Since 1990, she has secured more than $120M in federal funds for organizations and clients across the U.S. She has grant experience with DOJ, DHHS, DOC (TOP & EDA), DOEd, DOL (ETA), HUD, CDBG, ONC, USAID, DOE, USDA, and NIH. Ms. Trainor received her Bachelor of Arts in History from Spring Hill College, a small nationally recognized Jesuit liberal arts institution located in Mobile, Alabama. In 1987, she earned her Master’s in Public Administration from the University of South Alabama with a focus on federal policy and the administration of public sector programs. Post-graduate courses include Organizational Development (University of Colorado at Boulder) and Clinic Management (Emory University).
Jessi G. O’Neill, Associate Consultant
Jessi G.M. O’Neill, M.S., joined TST & Associates in 2007 and provides grant seeking, grant development, subject matter research, literature reviews, and database design/maintenance services. Ms. O’Neill has special experience with state and federal regulatory compliance regarding research data collection and reporting for grant funded projects. In addition to experience working internationally, her practical experience in academic and administrative settings has included technical administration of wide-ranging projects and direct supervision of clerical assistants and university students working in research. Ms. O’Neill is also experienced in gathering research publications and conducting literature reviews. She is proficient in a variety of advanced computer software applications. She holds a B.A. in Anthropology from the University of South Alabama and an M.S. in International Relations/Political Science from MGIMO University.
Charles M. Trainor,
Advising Consultant
Charles M. Trainor, M.P.A., brings a wealth of operational experience rarely found among grant consultants, including experience as a Chief Operating Officer and Chief Executive Officer for two community-based organizations. His expertise as a grant and contract developer and writer is evidenced by an impressive portfolio of grants and contract awards totaling approximately $120M. His experience ranges from the Departments of HHS and Energy to the Department of State. Mr. Trainor earned a B.A. and an M.P.A. from the University of South Alabama, with post‐graduate work in Strategic Planning at the University of Alabama at Birmingham. He retired from the U.S. Coast Guard in 2001.
